Chet Effler

President

Chet Effler serves as the Director of Education and Outreach for the National Fraternal Order of Police, where he works to advance professional development, leadership education, officer wellness, and training opportunities for law enforcement officers and FOP leaders across the nation. He was appointed to the position in June 2026 following a law enforcement and public service career spanning nearly three decades.

Effler currently serves as President of the North Carolina Fraternal Order of Police, representing thousands of active and retired law enforcement officers across the state. He also serves as the 2027 Chairman of the Southern States Association of the Fraternal Order of Police, continuing his commitment to strengthening the FOP and building relationships among law enforcement leaders throughout the region.

His service to the National Fraternal Order of Police extends well beyond his current position. Effler has served on multiple National FOP committees, including the National Memorial Committee, and serves as Chairman of the National Education Committee and Chairman of the National Legal Aid Committee. He has also been selected by special appointment to serve on two National FOP Grievance Committee reviews, reflecting the trust placed in him to address important organizational matters with fairness, professionalism, and respect for the Order and its members.

A veteran law enforcement officer with 28 years of service, Effler began his career at the local level at Marion Police Department and served in numerous operational, investigative, and supervisory positions. He served most of his career with the State of North Carolina rising to Director of Criminal Investigations for the North Carolina Department of Insurance.

Throughout his career, Effler developed a passion for leadership development and helping law enforcement professionals recognize the importance of purpose, emotional intelligence, and service-centered leadership. He is an EQ-i certified Emotional Intelligence practitioner and has developed and presented leadership programs including Transformational Leadership and Finding Your Why. His training has been delivered to law enforcement officers and FOP leaders at the local, state, regional, and national levels.

Effler's commitment to public service has extended beyond law enforcement. He served on the Marion City Council and serves on the North Carolina Criminal Justice Education and Training Standards Commission. His work has consistently focused on strengthening public safety, supporting law enforcement officers and their families, and developing the next generation of leaders.

His dedication to service is also deeply personal. In 2014, one of Effler's first colleagues, Officer Jason Crisp, and his K-9 partner, Maros, were killed in the line of duty. Their sacrifice profoundly strengthened Effler's commitment to advocating for the men and women of law enforcement and ensuring that officers and their families are supported during their greatest times of need.

In 2025, Effler was awarded The Order of the Long Leaf Pine, one of North Carolina's highest honors, in recognition of his service to the State of North Carolina and its citizens.

Whether serving behind a badge, in public office, in the classroom, or through the Fraternal Order of Police, Effler's philosophy remains centered on a simple principle: leadership is not about position, it is about serving others, developing people, and leaving the profession stronger for those who follow.
