Percy Crutchfield brings more than three decades of distinguished law enforcement, public safety, and leadership experience to his service as State Chaplain of the North Carolina Fraternal Order of Police.

Percy began his law enforcement career with the Chatham County Sheriff’s Office in 1988. He later served with the Pittsboro Police Department before returning to the Sheriff’s Office. In 2013, he was appointed Chief of Police for the Town of Pittsboro, where he served until his retirement in 2020.

Following his retirement as Chief, Percy continued his commitment to public safety and the development of future law enforcement professionals, serving as Associate Dean of Public Safety Programs at Central Carolina Community College. He later joined the North Carolina Department of Insurance Criminal Investigations Division, serving in a senior leadership role.

Percy holds a Bachelor of Science degree in Criminal Justice and Criminology and is a graduate of the 101st North Carolina State Administrative Officers Management Program. Throughout his career, he has served as an instructor in firearms, hazardous materials, and general law enforcement courses. His dedication to public service extends beyond law enforcement, having volunteered with the Pittsboro Fire Department for more than 37 years.

Percy’s commitment to ministry and supporting first responders led him to complete the Billy Graham Law Enforcement Chaplain Training Program, along with additional crisis-response training. He also serves with the Billy Graham Rapid Response Team, providing a ministry of presence, encouragement, and support during times of crisis.

A charter member of NCFOP Lodge #100, Percy is also a lifetime member of the North Carolina Association of Chiefs of Police and has served on the National Police Week Credentialing Committee.

At the 2026 NCFOP Biennial State Conference, Percy was elected State Chaplain. He views the position not simply as an office, but as a calling to serve. As State Chaplain, Percy is committed to supporting North Carolina’s law enforcement officers, FOP members, retirees, and their families through prayer, encouragement, compassion, and a steadfast ministry of presence during both times of celebration and times of need.
